Even with federal participation in development costs, the responsibility for administration, day-to-day operations, and long-term maintenance remains entirely with the state, territory, or tribal government. In addition to development support, VA is also authorized to reimburse states a "plot allowance" of up to $828.00 for certain eligible Veteran burial expenses, offering limited per-burial financial assistance separate from the capital development focus of the grants.
