Opportunity Information: Apply for HHS 2018 ACL AOD ILNA 0310
The Native American Independent Living Demonstration Project is a discretionary grant opportunity from the U.S. Department of Health and Human Services (HHS), Administration for Community Living (ACL), focused on strengthening independent living (IL) supports for Native American people with disabilities in Indian Country. The core idea is capacity-building: funding is intended to help organizations support and deploy Native American Independent Living Specialists who perform many of the same functions as IL Specialists working in Centers for Independent Living, but tailored to the unique service landscape, governance, and community needs within tribal communities.
At the service level, the project emphasizes delivery of the independent living core services. This includes providing information and referral (helping people understand available benefits, programs, and local supports), skills training (building practical daily living and community participation skills), peer counseling (support from others with lived experience of disability), and both individual and systems advocacy (helping individuals resolve barriers while also working to change policies and practices that create those barriers). A major priority is also placed on transitions: helping people move from nursing homes and other institutions back into community-based living, assisting individuals who are at risk of institutionalization to remain in the community, and supporting youth with disabilities as they transition into post-secondary life, such as higher education, employment, and independent adulthood.
Beyond direct services, the Native American IL Specialist role is designed to strengthen coordination, data awareness, and cross-system relationships in Indian Country. Key activities include serving as an information and resource specialist to tribes on disability-related topics; gathering on-the-ground information about independent living needs in tribal communities; collecting data and broader information about disability in Indian Country; and documenting what tribes are already doing to support tribal members with disabilities so efforts can be aligned rather than duplicated. The position is also meant to bridge systems by acting as a liaison between State Independent Living Programs, Statewide Independent Living Councils (SILCs), and Indian Country, ensuring that tribal perspectives and needs are better reflected in statewide planning and service networks. Another major expectation is coalition-building: establishing inter-agency partnerships in Indian Country to address unmet needs, reduce service gaps, and improve coordination among tribal programs, health and human services, disability organizations, and other relevant entities. Finally, the Specialist is expected to function as an effective advocate and two-way liaison between ACL programs and services and tribal communities, helping ACL resources connect more directly to local realities while elevating tribal needs within broader disability and aging systems.
